The wave symbolizes the "washing of rebirth" and "renewal" we experience through salvation. When a wave washes up onto the shore, it clears the sand of any marks or imperfections - only a clean slate is left; this is just like how God works in our lives when we are saved.
While the bordering triangle may seem decorative,it represents the Holy Trinity - a central part of Titus 3:5 and its surrounding verses. Like the verse states, salvation comes only from God (the Father), by His mercy (shown in Jesus, the Son), and through the spiritual regeneration occurs when we are given the Holy Spirit. The text remains clean and simple so the focus remains on the larger, symbolic graphic.
